Animal Control

Animal Control

The Irvington Animal Control Division of the Health Department provides a variety of animal-related services in an attempt to protect residents and animals, including:

  • Enforce local ordinances
  • Rescue sick and injured animals, including wildlife
  • Respond to complaints of animals running at large
  • Pick up lost, stray, or abandoned animals within the Township
  • Respond to complaints regarding animal-related nuisances, including dangerous and aggressive domestic animals and wildlife.
  • Investigate animal cruelty, neglect, and abuse.
  • Investigate any report of an animal bite and attack

ANIMAL LICENSING

Within Irvington Township, cats and dogs must be licensed. Licensing ensures that your pet has a current rabies vaccination and provides peace of mind that other pets in the community are also protected against this disease. When licensing your pet, you are given a tag that will allow others to quickly identify your pet and ensure its return to your family if it is ever lost.

Animal Licensing Information

  • All pets within the Township must provide proof of current rabies vaccination to obtain a license.
  • All cats and dogs are to renew their licenses by February 1st of every year.
  • The licensing fee can be paid by check or money order made payable to the “Township of Irvington.”
  • To license your pet in person, visit the Health Department at 1 Civic Square, room 109, during normal business hours (Monday through Friday, 9:00 a.m. to 4:30 p.m.).
  • Send the completed license application and payment by check or money order to Irvington Health Department, 1 Civic Square, Irvington, NJ 07111, to license by mail.

ANIMAL CRUELTY

Pursuant to the provisions of P.L. 2017, CHAPTER 189 b., the Irvington Department of Health and Senior Services is required to notify each animal licensee of and post online the full text of R.S. 4:22-17, 4:22-26, and a plain language description of the provisions and requirements of R.S. 4:22-17 and 4:22-26. If you wish to receive a paper copy of the aforementioned documents, please get in touch with the department at 973-416-7760.

PET ABANDONMENT

The abandonment of any pet is cruel, can lead to the animal’s injury or death, and can endanger the public or other animals. If you are a resident who can no longer care for your pet, please contact the Animal Control Officer for additional information on how to surrender your pet to a local shelter. Residents can also contact a local shelter directly.

SICK, INJURED, OR YOUNG WILDLIFE

If you see injured or abandoned young wildlife, do not touch them. Contact the Animal Control Division for assistance and guidance.

Wildlife that appears sick or dies for reasons that are not obvious, such as road accidents, can be reported to the DEP Hotline by calling 877-WARN-DEP (877-927-6337). This number can also be used to report a significant mortality incident involving many animals (e.g., 5 or more).

IMPORTANT: If any animal is suspected to be rabid, immediately contact the Irvington Health Department at  Animal Control Division  (973) 985-3244. As noted by the NJDEP Division of Fish and Wildlife, animals infected with rabies will display bizarre, sometimes aggressive, behavior with neurologic signs such as circling, wobbly gait, strange vocalizations, and seizures. Anyone who witnesses these signs should avoid being bitten; if an individual is bitten or exposed to a rabid animal, they should seek prompt medical attention.

ANIMAL TRAPPING

The capture of nuisance wildlife (e.g., healthy appearing raccoons not threatening humans, squirrels in attics, groundhogs burrowing in yards, etc.) is not a required service under the statute for the municipal Animal Control Officer. Generally, wildlife nuisance issues are under the authority of the New Jersey Department of Environmental Protection and Animal Control Officers and require approval from the NJDEP, Division of Fish and Wildlife, to handle nuisance wildlife.

The pest control division is responsible for managing and controlling pests in the area. The division’s primary functions include identifying the type of pest, determining the extent of the infestation, and developing a plan to eliminate the pests. The pest control agents will only service outside areas and government buildings. They will use environmentally friendly and safe methods to control the pests. The agents will also provide recommendations to prevent future infestations.

ENVIRONMENTAL HEALTH

Environmental Health

The Division Environmental Health within the Irvington Health Department is comprised of Registered Environmental Health Specialists and Lead Inspectors who assess for relevant risks. Staff within this division are responsible for the enforcement of relevant sanitary, environmental and public health laws.

Duties include, but are not limited to:

  • Food Surveillance

All retail food establishments are licensed by the Township and inspected at least annually in accordance with state and local ordinances.  Food-borne illnesses are investigated in addition to the impact of floods, fire and loss of utility services within any food establishment.

  • Day Care Centers & Youth Camps

Sanitation inspections are performed in conjunction with the State Department of Health.

  • Childhood Lead Poisoning Investigations

In conjunction with the Nursing Division, the licensed lead inspectors/risk assessors investigate cases associated with elevated blood lead levels in children. Once lead hazards are identified, the inspectors engage in an abatement protocol until the hazard is remediated.

  • Public Health Nuisance Complaints

Registered Environmental Health Specialists investigate all environmental complaints and enforce related township ordinances.

Senior Services

The mission of the Township of Irvington’s Division of Senior Services is to serve as advocates on behalf of Irvington residents 60 years of age and older by providing quality resources, events, activities, information, and outreach that support the well-being of our clientele.

We accomplish our mission by:

  • Providing assistance to senior citizens in completing applications for benefits and entitlements.
  • Providing information regarding benefits, entitlements and opportunities available for senior citizens
  • Providing local transportation for senior citizens to grocery stores, medical appointments, banks, library, entitlement offices, and to recreational, cultural and educational events.
  • Sponsoring recreational, social, health, and cultural trips and events.
  • Providing senior citizens with low cost identification cards, free File of Life Cards and pre-screening for Food Stamps, energy assistance, prescription and health benefits.
  • Sponsoring an annual Senior Citizen Conference with representatives from various entitlement offices and services to afford Irvington Senior Citizens an opportunity to interact with service providers and receive information that is pertinent to their quality of life.
  • Provide senior citizens and disabled adults who are in need of help maintaining clean and healthy living quarters with persons to assist with light housekeeping, laundry, small meal preparation and errands.
  • Providing exercise classes, bingo, card games, movie afternoon, arts and crafts classes, line dancing and other recreational activities weekly. Computer & social media classes as well as training on cellphones.

VITAL STATISTICS

Division of Vital Statistics

MARRIAGE LICENSES BY APPOINTMENT ONLY

The Vital Statistics Division of the Irvington Health Department is responsible for maintaining vital records of births, marriages, unions and deaths that occur in Irvington only. Additionally, if you desire to apply for a marriage license within Irvington, you must be a current resident. Certified copies of the noted events can be obtained in person during normal business hours or by mail.

Vital records of events that occurred in other municipalities or states are not maintained within this office.  Rather, each municipality maintains its own records. If you are in need of such records, you are encouraged to contact the registrar of that municipality or state.

OPERATING HOURS AND LOCATION

The hours of operation are Monday – Friday 9:00 a.m. to 3:30 p.m.

ORDERING A VITAL RECORD

In addition to the application, the following items must be provided when requesting a vital record:

  • A money order or certified bank check made payable to “Township of Irvington” for the appropriate fee. PERSONAL CHECKS ARE NOT ACCEPTED.
  • A self-addressed stamped envelope (if by mail).
  • Valid driver’s license with current address and photo. If you do not have a valid photo driver’s license, two alternate forms of identification are required. Note, however, that one of the alternate forms of identification must show the applicant’s current address. A list of acceptable IDs can be found on the State of New Jersey Department of Health website: state.nj.us/health/vital/contact-us/acceptable-identification
  • Exact date of event associated with the vital record being ordered.
  • Location of ceremony (for marriage/civil union records).
  • The full names of:
    • The child on the record and the child’s father and mother’s full maiden name (if requesting a birth record)
    • The groom/Partner A and full maiden name of the bride/Partner B (if requesting a marriage/civil union/domestic partnership records)
    • The full names of the decedent, decedent’s father and the full maiden name of the decedent’s mother

*Please note that if the last name on your identification differs from the name listed on vital record you are requesting (e.g., birth certificate), you must provide a copy of a vital record (e.g., marriage certificate) to link you to your request.
