With over 25 years of paralegal experience, Williams bring deep expertise in legal research, writing, and analysis to every case. Skilled in conducting comprehensive legal research, drafting persuasive legal arguments, and clearly framing complex legal issues for court. His background includes expert statutory interpretation of local municipal ordinances and state statutes, along with extensive experience drafting municipal ordinances.
He has provided direct prosecution preparation and assistance, bringing code enforcement cases to court and supporting municipal prosecutors throughout the process. As a former Municipal Code Enforcement Officer and Director of the Township of Irvington’s Neighborhood Services, he leads a staff of 15 while managing housing code inspections, code violations, vacant property registrations, and full regulatory oversight for the department.

The Division of Neighborhood Services is committed to implementing Mayor Tony Vauss and the Township Council’s initiative of preserving, protecting, and enhancing the quality of life for all residents of Irvington Township. Through proactive code enforcement, neighborhood preservation, vacant property management, and demolition of unsafe structures, the division works to create clean, safe, and vibrant neighborhoods throughout the Township.
Our mission is to improve housing conditions, reduce neighborhood blight, promote responsible property ownership, and support community revitalization efforts that strengthen Irvington’s residential and commercial districts.
The division enforces local housing, property maintenance, and public safety codes to ensure that all properties meet established community standards. Through regular inspections and responsive enforcement actions, we address issues such as abandoned properties, overgrown lots, illegal dumping, unsafe structures, litter, and other violations that negatively impact neighborhoods.
Keeping Irvington clean is a shared responsibility. Through our Street Cleaning Program, Neighborhood Services works to ensure vehicles are moved on scheduled days so the Department of Public Works can thoroughly sweep our streets.
Vacant and abandoned properties can create challenges for neighborhoods if left unmanaged. The division maintains a Vacant Property Registration Program to identify, monitor, and ensure compliance with municipal ordinances. Property owners are required to maintain vacant structures and lots in a safe condition. Through inspections and enforcement efforts, the division works to reduce blight, and improve public safety.
The division oversees the identification and removal of unsafe, abandoned, and structurally deficient buildings that pose a threat to public health and safety. In implementing the goals of Mayor Vauss, the Business Administrator, and the Department of Community Development, the division implements strategic demolition efforts to help eliminate hazardous conditions while creating opportunities for future development, affordable housing, community gardens, recreational spaces, and economic investment. By removing blighted structures, Irvington can build a stronger foundation for neighborhood revitalization and long-term growth.
