New Jersey’s Urban Enterprise (UEZ) Authority (enacted in 1983) is in the Department of Community Affairs. The UEZ Program exists to foster an economic climate that revitalizes designated urban communities and stimulates their growth by encouraging businesses to develop and create private sector jobs through public and private investment.

The Irvington Urban Enterprise Zone (IUEZ) is a key part of this effort, serving as a catalyst for growth, innovation, and opportunity. The program is designed to attract new businesses, support existing ones and create meaningful job opportunities for Irvington businesses located within the UEZ areas. With support from the New Jersey Urban Enterprise Zone Authority, Irvington is steadily strengthening its role as a place where businesses can grow and the community can thrive.

Irvington’s History

Established in May 1996, portions of the township are part of an Urban Enterprise Zone (UEZ), one of 32 zones covering 37 municipalities statewide. Irvington was selected in 1996 as one of a group of seven zones added to participate in the program. In addition to other benefits to encourage employment and investment within the UEZ, shoppers can take advantage of a reduced 3.3125% sales tax rate (half of the 6+5⁄8% rate charged statewide) at eligible merchants.

To participate in the Urban Enterprise Zone (UEZ) program, an organization must be actively conducting a trade or business in one of the 32 UEZs encompassing 37 municipalities in NJ.

What we offer

The UEZ Program offers participating businesses incentives that encourage business growth and stimulate local economies.

Over 6,700 certified UEZ businesses participate and benefit from the advantages of the program. As of July 1, 2011, a number of tax and other financial incentives are available on line through the New Jersey Business Action Center at www.newjerseybusiness.gov. Click on the UEZ link to determine if your firm is in a zone and if you qualify for the program. If you do, you may complete your registration, reporting and sales tax payments online from your computer.

Valuable Incentives Designed to Help Your Business Grow

  • Businesses participating in the UEZ Program can charge half the standard sales tax rate on certain purchases, currently 3.3125% effective 1/1/2018.
  • UEZ businesses may enjoy tax exemptions on certain purchases including capital equipment acquired and investments made to build a new facility, expand, or upgrade an existing facility.
  • The New Jersey Business Action Center plays a key role in helping grow, retain and attract business to the State. The center serves as a “one-stop” shop for business. The team at the Center works to encourage entrepreneurship by supporting New Jersey’s businesses of all sizes, supporting global competitiveness of New Jersey companies, as well as to promote the State’s attractiveness as a vacation destination and business investment location nationally and internationally.
  • Business Retention and Relocation Assistance Grant, available through the EDA, (“BRRAG”) for relocation and retention of at least 250 non-retail jobs where the grant is a material factor. Special limitations/bonuses for UEZs.
  • Assistance from the New Jersey Department of Labor through its One Stop Centers in hiring, training, and retraining existing or new employees.

Business Eligibility Requirements

To qualify, a business must be physically located within Irvington Urban Enterprise Zone registered with the New Jersey Division of Revenue and be in good standing with the Division of Taxation. The business must be actively operating or prepared to begin operations. An application must be submitted with some required documentation, such as:

  • A Tax Clearance Certificate
  • Proof of location within the UEZ
  • A business license (if applicable)

UEZ Certification & Ongoing Requirements

Once approved, the business will receive a UEZ certification number and can begin utilizing program benefits. Irvington UEZ program requires businesses to submit both annual and periodic reports. Applications can only be submitted through the New Jersey Department of Community Affairs or a local UEZ office, such as the Irvington office, which provides guidance throughout the process.

  1. Create/login to a NJ Premier Business Services (PBS) account
  2. Add your business to the PBS account
  3. Select the Urban Enterprise Zone Service Center in PBS
  4. Complete and submit the UEZ Certification Application

UEZ FIVE YEAR ZONE DEVELOPMENT PLAN

The purpose of this Five-Year Zone Development Plan is to establish the Irvington UEZ’s mission, provide goals and objectives that will guide the implementation and measurement of future projects and programs, and to identify a set of actions that can be undertaken, beginning immediately, over the next five-years using the Township’s Zone Assistance Funds (ZAF).

What is the Irvington Urban Enterprise Zone (UEZ)?
The Irvington Urban Enterprise Zone is part of New Jersey’s UEZ Program, which supports economic development in designated communities. The program helps attract new businesses, support existing businesses, encourage private investment, and create employment opportunities.
A business must be physically located within an eligible Irvington UEZ area, be registered with the New Jersey Division of Revenue, be in good standing with the Division of Taxation, and be actively operating or prepared to begin operations.
Irvington has 11 designated UEZ areas throughout the Township. Businesses can use the official Irvington UEZ map or contact the Irvington UEZ office for assistance determining whether their location falls within an eligible area.
